Final Recyclability Assessment Methodology (RAM) Published

The EPR Scheme Administrator and Defra published the final version of the packaging Recyclability Assessment Methodology (RAM) on 23 December 2024. This methodology is a critical component of the Extended Producer Responsibility (EPR) framework, which aims to drive more sustainable packaging practices.

From 2025, all packaging classified as ‘household waste’ and placed on the market by obligated producers must be assessed using the RAM. These assessments will directly influence the modulation of fees, starting in 2026. Producers will first need to report their recyclability data, including these assessments, by October 2025 for their H1 2025 data.

This update follows closely on the heels of Defra’s latest illustrative base fees update, which outlines the core fees that will be adjusted in line with RAM outputs.

As a reminder, the RAM assigns a recyclability status to packaging as green, amber, or red:

  • Green: Fully recyclable with adequate UK infrastructure, attracting lower fees.
  • Amber: Partially recyclable or limited infrastructure.
  • Red: Non-recyclable or significant challenges, leading to higher fees.

Some packaging formats, such as those containing electrical components or polyfluoroalkyl substances (PFAS), are automatically classified as red. The methodology also details how broad material categories should be assessed based on material composition, UK sorting capabilities, reprocessing, and end applications.
