Key Deadlines in Packaging and Waste, 2026 and Beyond

Extended Producer Responsibility (EPR) enters a decisive phase from 2026 onwards. With increased reporting obligations and the introduction of the Recyclability Assessment Methodology (RAM) and modulated fees, producers will face increasing scrutiny over the accuracy and completeness of their packaging reporting. At the same time, new obligations – such as nation-of-sale reporting, self-managed organisation waste, and the expansion of Simpler Recycling – will further reshape how businesses manage packaging data and design decisions.

Early preparation, robust data governance and proactive engagement with RAM will be critical for avoiding penalties, minimising costs and ensuring confident compliance.

The timeline below outlines the key regulatory milestones from 2025 through to 2028, highlighting what producers need to do and when. These dates reflect the most up-to-date information available at the time of writing, and we will continue to provide updates as further guidance is released.

2027 and 2028

2027

  • January: Drafting of RAM 2028 begins (from the RAM Roadmap 2025-2030)
  • 29th January: PPT return submission deadline for Oct-Dec 2026
  • 31st March: Micro-firms (businesses with less than 10 full-time employees) obligated to separate waste under Simpler Recycling obligations
  • 31st March: Plastic film packaging and plastic bags will need to be collected with plastic recycling under Simpler Recycling
  • 1st April: Submission deadline for H2 2026 (Jul-Dec) data
  • 1st April: First report of Nation of Sale 2026 data due.
  • 30th April: PPT return submission deadline for Jan-Mar 2027
  • June: Year 3 pEPR fees published. RED packaging at 1.6 x modulated fees.
  • 30th July: PPT return submission deadline for Apr-Jun 2027
  • 1st October: Roll out of Deposit Return Scheme
  • 1st October: Submission deadline for H1 2027 (Jan-Jun) data, large producers only
  • 29th October: PPT return submission deadline for Jul-Sept 2027

2028

  • January: Drafting of RAM 2029 begins (from the RAM Roadmap 2025-2030)
  • 31st January: PPT return submission deadline for Oct-Dec 2027
  • 1st April: Submission deadline for H2 2027 (Jul-Dec) data.
  • 28th April: PPT return submission deadline for Jan-Mar 2028
  • June: Year 4 pEPR fees published. RED packaging at 2 x modulated fees.
  • 31st July: PPT return submission deadline for Apr-Jun 2028
  • 1st October: Submission deadline for H1 2028 (Jan-Jun) data, large producers only
  • 31st October: PPT return submission deadline for Jul-Sept 2028
