In October, producers received their first Extended Producer Responsibility (EPR) invoices, known as Notices of Liability (NoLs).
Following this rollout, PackUK has released further guidance to help businesses understand their NoLs and resolve common queries.
Below, we’ve summarised the key FAQs to help ensure your Notices of Liability are managed correctly.
Where is my Notice of Liability (NoL)?
You will have received an email notification from PackUK when your Notice of Liability was issued, confirming that it was ready and detailing the amount payable. A copy of your NoL is also available on the Report Packaging Data (RPD) portal. If you can’t find your NoL after logging in to the RPD portal, please contact the EPR helpdesk for assistance.
How do I set up instalment payments?
A Stripe link is provided on the Notice of Liability invoice, allowing you to set up a quarterly direct debit for instalment payments. Bank details are also included on the notice for those who wish to pay by card. If paying by manual BACS transfer, it is your responsibility to ensure payments are made on time. You can view your current instalment status by logging in to the RPD portal and selecting ‘View and pay waste disposal fees’ on your account page.
What happens if I don’t make full payment within 50 days?
As outlined in the official guidance on the PackUK GOV.UK page, if payment is not made within 50 days of the NoL, you may be subject to a monetary penalty. If you are struggling to pay, please contact the EPR Helpdesk.
My NoL is wrong – how do I fix this?
If you think your invoice is incorrect you should contact the EPR support desk as soon as possible and they will work with you to resolve any issues.
I have resubmitted my data – will I get a new NoL?
Updated NoLs will be issued as part of a recalculation process in February 2026, but if you want an early indication of your new invoice, contact PackUK via the Helpdesk. They can support on a case-by-case basis to avoid unexpected costs at the end of the year.
However, resubmitting data does not guarantee a new NoL – PackUK will only recalculate the invoice where it considers there to be a material difference between the original assessment and the revised amount.
How do I get an overpayment refunded?
If you believe you have made an overpayment, please contact the EPR Helpdesk.
Will a formal appeal halt the payment deadline?
A formal complaint or appeal does not halt the payment deadline. Under pEPR regulations, you must pay the invoiced amount by the due date, even if you have submitted a complaint. If PackUK determines that you have reasonable grounds for disputing your NoL, collection of payment will be paused until the dispute is resolved.
What can I do if the responsible person has left our company?
User details must be updated through the RPD portal. Please note that regulators need to verify any changes, which may take several days to process. If you believe any user information is incorrect or outdated, an approved or delegated user should log in to make the necessary amendments as soon as possible.
How do I get confirmation of my payment from PackUK?
You should be able to view your payment history in the RPD portal. Alternatively, you can contact the EPR Helpdesk, where an agent will be able to confirm whether your payment has been received.
Why did our NoL notification go to the wrong person?
All notifications go to the primary contact your business provided at the point of registration. If notifications are being sent to the wrong person, log in to the RPD portal as soon as possible to update your details.
Launching the PRO appointment process
PackUK has also released further information on the proposed appointment of a Producer Responsibility Organisation (PRO) to help administer and manage aspects of the UK’s Extended Producer Responsibility (EPR) system.
The update confirms that:
- PackUK and the 4 nations are working to appoint an industry-led Producer Responsibility Organisation (PRO).
- PackUK is engaging with prospective applicants in advance of launching the formal application process in the first week of November.
- PackUK propose to appoint in early 2026, with a phased delegation of responsibilities.
