EPR Invoices Now Live in RPD: What Producers Need to Know

PackUK has issued the first Extended Producer Responsibility (EPR) invoices for Local Authority waste management fees. These invoices, known as Notices of Liability (NoLs), are based on producers’ 2024 packaging data submissions and are now live in the Regulator’s RPD portal.

What Producers Should Do Now

Each producer’s primary contact will receive an email notification once their NoL is available. Only this contact will receive the notification, but all delegated users can log in to the RPD to view and download the invoice.

Producers have 50 days from the date of issue to make payment. Failure to pay within this period may result in significant financial penalties, including:

  • 20% of unpaid fees
  • 5% of UK turnover (for single entities) or 2% for groups – whichever is greater

Payment Options

Invoices can be paid by direct debit, bank transfer, credit card, or standing order. Each NoL includes unique payment details and reference information to ensure payments are correctly allocated.

Looking Ahead: Recyclability Will Influence Future Fees

From 2025 onwards, EPR costs will be influenced by the recyclability of your packaging under fee modulation. Producers submitting 2024 data will therefore benefit from starting early to understand and improve the recyclability of their packaging.
